The Health and Safety Executive (HSE) is the UK's national independent watchdog for work-related health, safety and illness. The HSE is responsible for regulating and enforcing safety regulations in the workplace, including those related to asbestos exposure.
Asbestos is a known occupational health hazard. Working with asbestos is regulated by the Control of Asbestos Regulations 2012 (CAR); this places a duty of care on employers to maintain a health record for employees who are involved in licensed work with asbestos.
Under the Health and Safety Executive’s Control of Asbestos Regulations 2012 (CAR), medical surveillance is required for employees who work with asbestos.
Asbestos low risk work is called non licensed work.Non-licensed (notifiable non-licensed work) includes removal, maintenance, and painting of asbestos insulation board / cement that is in good condition. This is usually short-term maintenance work.
Any direct work involving Asbestos including building, demolition, must be carried out by a HSE Licensed contractor. All contractors either employed or self-employed must have a medical assessment with a HSE Appointed Physician.
Under the Control of Asbestos Regulations 2012 we have a duty to keep workers safe. This is in the form of health surveillance and an asbestos medical.
Who Can Conduct the HSE Asbestos Medical
Non licensed Notifiable work requires a GMC approved Doctor.
Any Direct work requires a HSE Approved Doctor to perform the Medical. Our Doctors at VitalMedicals are on the HSE Approved Register.
HSE Asbestos Medical Surveillance
HSE asbestos medical surveillance is a system of regular medical examinations and tests for workers who are exposed to Asbestos at work. The purpose of HSE asbestos medical surveillance is to detect early signs of asbestos-related diseases, so that workers can receive treatment and support as soon as possible.
Who Needs Medical Surveillance?
HSE asbestos medical surveillance is required by law for workers who are exposed to asbestos at work above the control limit. This includes workers who work with asbestos-containing materials, such as construction workers, demolition workers, and shipbuilders. It also includes workers who are exposed to airborne asbestos fibers, such as workers who work in power plants, factories, and schools.
What Does the Assessment Involve?
We will ask you to
- Complete a questionnaire based upon your employment background and medical history, this will also include a smoking history.
- There will be an focused examination of your heart and Lungs.
- A Lung function test will also be conducted; known as spirometry, which will test the function of your lungs.
In most cases you will be given results of the examination on the day.
How Often Should the Examinations Be Performed?
In line with HSE guidance if there are no problems we can give a 2 year certificate for Licensed work and a 3 year certificate for Non-Licensed Asbestos Work.
A copy will be provided both to you and your employer. This certificate does not provide any information about the findings of the medical and does not state whether you are fit or not fit. It is simply proof that you have been assessed.
Can You Provide a Asbestos Fitness To Work Certificate?
Many Employers whilst fulfilling their Legal obligation also want an opinion on the Fitness of their employee to continue to carry out. VitalMedicals carry out Fitness to work assessments along with the Asbestos screening.
The Medical will consist of a Questionnaire, Blood pressure Testing, A hearing Test and Grip strength.
Following this a further certificate will be provided for the employee about their fitness to work. If an issue is found during the medical, this will be communicated with the employee and what they need to do to rectify it.
